Migration Health Physician
Job Description
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Migration Health Physician, the successful candidate will be responsible for the carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Lahore/Karachi, Pakistan.
Responsibilities and Accountabilities:
- Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Head of the Clinic.
- Conduct the Lahore/Karachi MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
- Medical examinations
- Imaging.
- Laboratory testing.
- Vaccinations.
- TB management.
- Treatment and referrals.
- Pre-departure procedures and medical movements.
- Documentation, certification, and information transmission; and,
- Other technical areas as may be required
- Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.
- Perform treatment for TB and sexually transmitted infections and provide support to the HIV and counselling activities. Oversee and coordinate the management of TB cases to ensure effective TB treatment.
- Oversee and coordinate accurate and effective provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating all staff in the delivery of these programmes.
- Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement Islamabad MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
- Organize systematic collection, processing, and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.
- Ensure that all data related to heath assessment programmes is appropriately entered to Migrant Management Operational System Application (MiMOSA) and other related databases.
- Oversee the financial aspects of the MHAC in close coordination with the mission\'s finance staff supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial repo
- Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the Resource Management Unit.
- Perform such other duties as may be assigned by the Supervisor.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
EDUCATION:
- University degree in Medicine from an accredited academic institution with at least four years of professional work experience.
- Valid license to practice within country is mandatory.
EXPERIENCE:
- Professional continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last three years;
- Good knowledge of clinical medicine;
- Excellent bedside manner;
- Knowledge of patient safety and infection prevention and control;

Responsibilities and Accountabilities: -
- Assist the Procurement and Logistics Officer in monitoring and overseeing Procurement & Logistics actions within Pakistan, including property and assets control, supply, and contractual agreements for services and maintenance.
- Liaise with the Procurement and Logistics Officer regarding all Procurement, Logistics and service requirements, in order to consolidate overall procurement (or service) requirements and optimize purchasing power; propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all Procurement & Logistic procedures.
- Analyze procurement requests, identify service providers, and evaluate information regarding vendor\\\'s performance regarding quality, prices, and delivery of goods in view of the Organization’s best interests.
- Plan and organize preparation of Requests for Quotations (RFQs), Bidding documents, Requests for proposals (RFPs), other relevant procurement documents and facilitate their advertisement and circulation.
- Oversee Contract monitoring by ensuring that all supporting administrative documentation for contracts are in place, keeping track of contract expiries and inform Procurement and Supply Chain Officer on the expiring contracts and due payments.
- Conduct periodic review of open commitments and coordinate their closure with procurement, finance, and programme staff.
- Follow-up on purchase orders status and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.
- Create and maintain the database of vendor and contractor accreditation and evaluation status to ensure a pool of reliable service providers to address the needs of the Mission
- Establish and monitor a tracking system for purchase requisitions raised in the Islamabad and sub-offices; organize and maintain proper filing systems.
- Undertake physical inventory of the assets in the Islamabad and sub-offices and update it on a periodic basis; implement effective systems for assets management; ensure that appropriate record is kept on assets disposal.
- Manage, train and supervise staff dedicated to the above duties and responsibilities.
- Any other duty as may be assigned.
Required Qualifications and Experience: -
- Master’s degree in Supply Chain Management, Business Management or a related field from an accredited academic institution; or
- University degree in the above fields with two years of relevant professional experience.
- Experience in managing diverse procurement and logistics operations;
- Knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics is an advantage.
- Work experience with international humanitarian organizations, non-government organizations in a multi-cultural setting is an advantage;
- Demonstrated experience in liaising with donors, governmental authorities, other national/international institutions and NGOs;
- Demonstrated knowledge of supply chain, administration and evaluation techniques and practices;

Medical Administrative Assistant
Job Description
Under the overall supervision of the Chief Migration Health Officer (CMHO) and the direct supervision of the Senior Migration Health Physician the successful candidate will be responsible for the carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Islamabad, Pakistan.
RESPONSIBILITIES AND ACCOUNTABILITIES:
- Coordinate and ensure that various internal office administrative support procedures such as document tracking, filing, archiving and monthly reporting are well implemented in the MHAC;
- Coordinate and maintain the is a systematic e-archiving system for medical files, blood test results and follow-ups;
- Set up and maintain an orderly storage system for chest X-rays and keep hard copies of medical documents (informed consent, radiologist’s report, sputum smear results, pregnancy test results etc.);
- Photocopy and scan medical documents as necessary;
- Provide feedback on staff allocation to the various units within the MHAC;
- Implement improvements to strengthen internal control mechanisms; adapt inputs for new procedures to complement or to improve existing instructions/standard operating procedures in order to achieve streamlined efficiencies;
- Receive all completed medical deferrals/furtherance, x-rays and other documents from MHD, update the reception of the same in the database and forward to the migration health physician for clearance;
- With the Resource Management Officer (RMO) coordinate the issuance/renewal of staff contracts, leaves, attendance records maintenance, medical and insurance monitoring and security issues. Act as main liaison between MHD and procurement, finance and HR units for all related activities;
- Provide feedback on staff allocation to the various units within the MHAC;
- Maintain an inventory and organize timely, cost-effective and appropriate procurement and storage of stationeries, IT equipment and consumables, hygiene products, medical supplies and equipment, as needed for the MHAC;
- Coordinate the acquisition, renovation, refurbishment and regular maintenance of the MHAC facility with the MHAC Supervisor;
- Administer the office’s petty cash and submit the necessary reports to supervisor. Ensure reconciliation of service fees and bank statements;
- Assure correctness of travel authorizations and advise on allowances for staff members leaving on duty travel;
- In co-ordination with the RMO, participate in budget and expenditures monitoring, monthly and annual financial reporting. Collect relevant statistics and provide financial analysis, in coordination with the MHAC supervisor;

Job Description
Organizational Context

Responsibilities & Accountabilities
- Perform daily nursing activities in the Migration Health Assessment Clinic (MHAC) to fulfil the technical requirements of the resettlement countries in the areas of:
- a. medical examinations,
- Such as checking vital signs, weight, height, visual acuity.
- Blood, urine, or sputum collection as required.
- Imaging.
- Laboratory testing.
- Vaccinations.
- TB management.
- Treatment and referrals.
- Pre-departure procedures and medical movements.
- Documentation, certification, and information transmission; and,
Other technical areas may be required.
- Provide information and detailed explanations to the migrants and/or refugees in relation to:
- The migration health assessment process; and,
- Treatments and referrals.
- Ensure proper identification and follow-up by:
- Comprehensive history taking.
- Accurate and thorough Biodata collection.
- Ensuring ID verification for each step of the health assessment process; and,
- Keeping a register of applicants who undergo health investigations and testing.
- Follow and implement the Health Assessment Programme’s check lists and SOP’s and maintain standard universal precautions within MHAC.
- Verify samples of sputum, blood or others are properly transported to the laboratory or previously designated location.
- Maintain and monitor the MHAC pharmacy, stock, medical kits, and emergency kits within the MHAC and for medical escorts if applicable.
- Provide pre and/or post counselling to migrants or refugees on TB or HIV education, prevention, and management as appropriate.
- Prepare administrative reports and program updates as necessary.
- Support the planning and execution of mobile missions if applicable.
- Assist with pre-departure documents, briefings, and preparations as necessary.
- Perform medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the destination).
- Maintain collaborative relationships with various partners to facilitate follow up and relevant information sharing. Partners include internal IOM departments, other health providers, panel physicians, embassies other UN agencies or NGO’s and others as applicable.
- Collect statistical information and share it with the Senior Migration Health Nurse or CMHO as per preset and agreed upon format.

Required Qualification & Experience
Education
- Nursing Degree with a minimum of three years relevant clinical experience and a valid license to practice nursing in Pakistan (if applicable)
Experience
- Excellent technical skills, including in phlebotomy.
- Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage.

- Maintain daily statistics related to health assessments and update the records; and,Contribute to customer satisfaction evaluation management.
Reception and Data Entry overall duties:
Perform all the necessary data processing activities of the Migration Health Assessment Centre (MHAC), such as:
- receiving and explaining the registration process to applicants.
- checking applicant’s identity.
- entering biodata of the applicants in the appropriate platform.
- taking photos using webcam and loading the image to the appropriate platform; and,
- printing of medical forms, consent forms and other necessary documents
- Receive all completed medical examination forms, x-rays and other documents from Country Offices or Panel Physicians while updating the reception of the same in the database and forward for quality check before clearance, if applicable
- Prepare, sort and package medical files and other documents during mobile migration health assessment missions where such mobile units are available
- Transmit completed medical forms, DNA packages and other medical documents either by electronic means or by courier services to the various partners. Ensure correct contacts and physical address are used whenever documents are transmitted by courier services and ensure to inform the receiving party of the parcel tracking number electronically;
- File incoming/outgoing letters, reports, memoranda, emails faxes as well as IOM documents and forms related to IOM medical issues.
- Check, print and make photocopy of bank deposit slips (or other proof of payment). Regularly submit these photocopies to the Administrative/Finance Assistant; and,
- Perform such other duties as may be assignment.
Required Qualifications and Experience:
- University Degree with at least two years of relevant working experience

EXPERIENCE:

Radiology Assistant
Job Description
Under the direct supervision of the Laboratory Administrator and the overall supervision of the Chief Migration Health Officer (CMHO) the incumbent will be responsible for technical support to laboratory services with respect to Migration Health Assessments (HAP) and other programmes implemented by the IOM Migration Health Division in MHAC Islamabad, Pakistan.
Responsibilities and Accountabilities:
- Prepare the daily chest X-ray worklist extracting from the overall health assessment worklist and share the worklist to the IOM radiology unit staff or to the external service provider and accompany the applicants to the radiology service provider for CXR taking if the x-ray is done by external provider.
- Enter the bio-data correctly and timely on x-ray reporting template for immigrants and refugees as needed and save files appropriately or pass to the radiologist as per work arrangement.
- Verify the identification of immigrants and refugees using original passport or valid ID with photo including name, age and gender to prevent substitution during X-ray taking, and assist in organizing and properly handling the applicants at the radiology reception.
- Assist the IOM Radiology Technologist or the external radiology service provider in X-ray related counselling, checking pregnancy for female applicants and taking consent or cross checking if consent was taken when the applicant is pregnant.
- Complete the identity confirmation part of the chest examination in e-Medical website, enter data into Global Software for UK pre-entry TB screening programme, and/or MiMOSA as needed.
- Assist in providing radiation protection lead shields to applicants, and in case of external service provider, make sure the external service provider uses radiation protection pelvic lead shielding for all applicants.
- Assist the radiologic technologist in entering the applicant’s biodata to the CR/DR machine and ensuring the standard and correct labelling of Chest X-rays by checking the correctness of biodata.
- When the IOM X-ray service is outsourced to external provider, remind the Radiologic Technologist at the external provider to take technically good quality CXR in accordance with IOM radiology guidelines and the resettlement country technical instructions.
- Make sure the chest X-rays are completed in a timely manner by the external radiology service provider when the chest X-rays are taken by the external provider and assist in the timely transfer of the chest X-ray images from the external provider to the IOM image server as needed when there is no set up for direct image transfer.
- Upload the chest X-ray image to e-Medical website timely and properly, burn the images on CD or prepare hard copy X-ray documents as needed.
- Communicate with the Radiologist in the mission or IOM Teleradiology Center for reading the chest X-rays, notify when CXR is done and sent to the server, receive additional view requests, call the applicants, and in coordination with the Radiologic Technologist, make sure the additional views are completed on time.
- Download the X-ray reports from the radiology system or shared folder where the reports are filed and deliver the report to the panel physicians as needed.
- Prepare the daily X-ray statistical reports and other necessary Radiology Unit related monthly statistics as needed. Cross check and confirm the correctness of the number of chest X-ray readings by Radiologist as needed.
- Coordinate with the staff in Migrant Health Assessment Center and IOM country mission, and x-ray machine provider when needed.
- Assist IOM radiologic technologist in maintaining optimal workflow, keeping the safety of the machines, keeping track of X-ray consumables and early notification, and in creating client friendly environment in the radiology unit.
- Contribute to the radiation safety measures in the Radiology Unit by complying to the radiation safety rules and regulations and regularly wearing radiation measuring badges while at work.
- Perform any other duties as may be assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
EDUCATION:
- Bachelor’s degree in Medical Imaging Technology with two years of experience; or
- Completed Higher Secondary education with Diploma in Radiology with four years of experience required.
EXPERIENCE:
- Experience in technical or administrative support, clerical work.
- Computer skills proficient in Microsoft Office, especially Excel required.
- Knowledge and experience on Digital Radiology Equipment.

Under the overall supervision of Chief of Mission and direct supervision of the Senior Project Assistant ,the successful candidate will be based in Islamabad, Pakistan and will have the following duties and responsibilities:
Responsibilities and Accountabilities:
- Support accurate communication in a common language during interviews and other meetings conducted in-person, by telephone, and/or by video conference by providing verbatim (word for word) interpretation services.
- Support Migration Health Unit by providing interpretation assistance to the government agencies and officials, selection missions and immigration visa application interviews for the beneficiaries.
- Provide interpretation services in the preferred language of the beneficiaries without paraphrasing, summarizing, omitting, or adding information; always use the first person (I, me and my) and remain engaged during the interpretation session.
- Provide informal translation services for informative materials (brochures, posters, etc.) and other documentation.
- Maintain strict confidentiality during interpretation sessions and follow designated program procedures regarding the destruction or maintenance of written notes within the required timeframe (e.g. immediately after each interpretation session).
- Remain objective, unbiased, impartial and neutral when providing interpretation services. Treat all parties to the conversation with courtesy, dignity and respect, regardless of their age, ethnicity, religion, political opinion, sex characteristics, gender, gender identity, gender expression, sexual orientation, disability or any other factors.

- Receive all completed medical examination forms, x-rays and other documents from Country Offices or Panel Physicians while updating the reception of the same in the database and forward for quality check before clearance, if applicable
- Prepare, sort and package medical files and other documents during mobile migration health assessment missions where such mobile units are available
- Transmit completed medical forms, DNA packages and other medical documents either by electronic means or by courier services to the various partners. Ensure correct contacts and physical address are used whenever documents are transmitted by courier services and ensure to inform the receiving party of the parcel tracking number electronically;
- File incoming/outgoing letters, reports, memoranda, emails faxes as well as IOM documents and forms related to IOM medical issues.
- Check, print and make photocopy of bank deposit slips (or other proof of payment). Regularly submit these photocopies to the Administrative/Finance Assistant; and,
- Perform such other duties as may be assignment.
Required Qualifications and Experience:
- University Degree with at least two years of relevant working experience
- Secondary School Diploma with at least four years of relevant working experience.
- Certificate in IT/Data entry is an advantage.
EXPERIENCE:
- Experience in computer data entry, elaboration and analysis or in a call centre in a busy institution, preferably a medical one.
- Typing speed of at least 60 words per minute.
- High computer literacy in Windows and MS Office is mandatory, knowledge of web page design would be an asset.
- Knowledge of medical terminology, as well as previous secretarial and archival experience, an added advantage; and,
- Previous working experience with NGOs or international organizations is an added advantage
Languages:
Required:
- Fluency in English and Urdu
Desirable:
- Working Knowledge of any other regional language/s
